He is involved in many high profile projects and was the Lead Advisor on the efficiency agenda in Local Government, working with CLG’s workforce task group; the Home Office and Regional Centre’s of Excellence.
Cliff has an insight into the current challenges facing local authority Children’s Services and is a regular speaker at national and regional events.
Prior to joining CIPFA in 2002, Cliff amassed over 20 years experience of working in local government and has also worked as a Senior Lecturer at Hull University covering a number of diploma courses.
Cliff is committed to making CSAN the principle support network for all Children's service practitioners and welcomes comments and suggestions from all members and readers.

Email: lisa.forster@cipfa.org.ukLisa joined IPF in 2008 as the Children Services Advisor for the CIPFA Children Services Network (CSAN).
Prior to joining IPF, Lisa worked for East Riding of Yorkshire Council where she was involved in promoting a proactive training programme for schools and governors. Lisa also has experience of being involved in social and economic development projects and partnership working with the public, private and third sectors.
Lisa is an experienced and qualified trainer and has delivered a variety of courses to local and national audiences. She is a pivotal member of the new CSAN team and is heavily involved in developing and delivering new activities and best practice for CSAN.

Peter is an Advisor for the CIPFA Performance Networks which includes CSAN. He produces most of the CSAN's intellectual property, including compiling the popular bi-weekly newsletter and updates on developments in policy and legislation affecting children services for members
Peter has worked for CIPFA since 2001, in various advisory and research-based roles. These have focused on e-Government and School’s ICT, as well as more general issues associated with efficiency, value for money, change management and performance improvement. Prior to that he worked as a Training Assistant within Edinburgh City Council’s Education Department.
As CSAN rapidly grows, Peter will be a familiar face to catch at regional CSAN events.

Email: Mohamed.Hans@cipfa.org.ukMohamed is one of CIPFA Performance Networks’ Advisors which includes the CSAN. His key area of focus is everything and anything to do with public sector procurement, commissioning and delivery of support services.
As an IPF advisor, Mohamed has spent the last 5 and a bit years helping local authorities and other public bodies address the challenges of delivering better procurement and commissioning. Mohamed's key area of expertise is EU procurement rules, effective specifications and contract management and he has delivered regular training and guidance in this area.
Mohamed is an accomplished speaker and has presented at several large conferences over the years and he is in great demand. He has extensive experience of running workshops and seminars on topics of immediate interest to children services authorities,

Lead CSAN Associate

Deanne is a highly skilled and successful CSAN Associate, not only in the integrated children’s services sector but also across the corporate local government and partnership sectors. She has a wide-ranging background in leadership and management in local government and schools, together with significant experience in strategic regulation and inspection, which enables her to deliver effective support to CSAN members.
Deanne trained initially in education, working in schools in six different authorities across England, culminating in her role as a secondary headteacher in a large mixed comprehensive, where she delivered significant and speedy improvement in attainment.
Following this, Deanne was an inspector in the Audit Commission, leading CPA corporate inspections in top tier, unitary and district councils in England, including those of high complexity. In addition, she undertook LEA inspections in England with Ofsted and in Wales with Estyn, together with delivering a wide range of performance management work in LEAs. She continues to maintain her inspection skills as an Associate Joint Inspector for the Audit Commission, contributing to CPA and JAR inspections.
Latterly, Deanne’s work as the Director of a pathfinder Children’s Trust enabled her to lead the delivery of the integrated Every Child Matters agenda across the full range of children’s services and multi-agency partnerships. She now supports local authorities and their partners in developing and implementing effective and accountable Children’s Trust arrangements, underpinned by focused and measurable strategic plans to deliver the change agenda successfully.
