Cliff has managed the Performance Network since 2007 and is one of CIPFA Networks and Forum’s most experienced Advisors. He is involved in many high profile projects and was the Lead Advisor on the efficiency agenda in Local Government, working with CLG’s workforce task group; the Home Office and Regional Centre’s of Excellence.
Cliff has an insight into the current challenges facing local authority performance improvement agenda and is a regular speaker at national and regional events.
Prior to joining CIPFA in 2002, Cliff amassed over 20 years experience of working in local government and has also worked as a Senior Lecturer at Hull University covering a number of diploma courses.
Cliff is committed to making the Performance Improvement Network the principle support network for all performance practitioners and welcomes comments and suggestions from all members and readers. -
Mohamed Hans is one of CIPFA Networks’ Performance Improvement Advisors. His key area of focus is everything and anything to do with public sector procurement.
As an CIPFA advisor, Mohamed has spent the last 3 and a bit years helping local authorities and other public bodies address the challenges of delivering better procurement. Mohamed's key area of expertise is EU Procurement Rules and he has delivered regular training and guidance in this area.
Mohamed is an accomplished speaker and has presented at several large procurement conferences over the years and he is in great demand. He has a particular way of delivering procurement with a sense of humour.

Peter is one of the CIPFA Performance Improvement Network's team of advisers. He produces much of the PIN's intellectual property, including PINpoint magazine, occasional policy briefings and the weekly newsletter.
As the network develops, he is looking forward to focusing on why some organisations have performed better than others in specific areas. This will involve combining CIPFA's statistical data with more qualitative analysis to identify key success factors in performance improvement across corporate and front-line services.
He has worked for CIPFA since 2001, in various advisory and research-based roles. These have focused on e-Government and ICT, as well as more general issues associated with efficiency, value for money, change management and performance improvement. Prior to that he worked as a training assistant at Edinburgh City Council and studied for undergraduate and postgraduate degrees in Politics at Newcastle University.

Brendan McCarron is the CIPFA Performance Improvement Network advisor who specialises in all things to do with performance, policy, projects, quality and general management subjects.
For the last year his weekly newsletter for the old Improvement and Quality Network have been must reads for all those interested in local government improvement initiatives and the politics behind them. His blogs are likely to continue in the same insightful, irreverent and, occasionally, outrageous tradition.

Paul Jackson is one of CIPFA Networks’ Performance Improvement Advisors. His key area of focus is the role of information and communications technologies (ICTs) in public service improvement.
As an CIPFA advisor, Paul has spent the last 5 years helping local authorities and other public bodies address the challenges bound up with delivering the e-Government and Transformational Government agendas. He also played a key role in several local government online initiatives, including work on the Enterprise Workflow National Project and e-Government Business Case project.
You could say that Paul’s been about a bit in recent years, advising local authority managers through consultancy work, showcasing ideas and best practice at Network workshops and seminars, and speaking and writing on a range of ‘e’ and ‘t’ related topics. His key role now is helping local authorities get better business value from their investments in new technology.
Paul has also worked in academia, where he had a particular interest in ICT-related organisational change and innovation. He has produced 5 books, on topics ranging from the Social Dynamics of Virtual Working to e-Business Fundamentals – all of which can be ordered from Amazon!

Wendy is one of CIPFA Performance and Improvement Network’s Advisers and joined them in September 2009 after working in the Public Sector, with four different local authorities, since 1985.
Wendy started her career as an Accountant and made the move to the corporate policy arena following an initial secondment in 1999, specialising in strategic/corporate planning, CPA and CAA Service and Performance Management including risk, Project Management, customer focus and quality initiatives.
Wendy comes to the Network with experience in leading and implementing corporate and strategic planning policy and change programmes; designing and implementing strategic frameworks for improvement and performance monitoring and management; and developing services that are outcome focused and deliver excellence and continuous improvement.
Wendy has a Degree in Business Studies, an MBA in Local Government and is the winner of the Chartered Management Institute 2002 Rose Bowl for achieving the best overall performance on the Masters in Business Administration. Wendy is also a graduate of the I&DeA Advanced Leadership Programme and the Common Purpose 20:20 International Leadership Course.
Wendy is also a keen sports fan – her favourite sports being Formula 1 racing and athletics. Her other interests include reading, walking, and travelling.
