National Programme for Third Sector Commissioning - Level 2

The Office for Civil Society (OCS) has engaged LG Improvement and Development (formerly the IDeA) and the Chartered Institute of Public Finance and Accountancy (CIPFA) to deliver a comprehensive training programme for commissioners and finance staff throughout the public sector.

Level Two aims to develop your skills and provide a detailed understanding of the technical and practical issues involved in enabling more effective engagement with the community, voluntary, charitable and social enterprise sectors. This training will be valuable to experienced commissioning and finance officers, especially those who participated in Phase One of NPTSC, and those who have attended Level One events.

Level Two comprises two major plenary sessions that will set the strategy of the new policy agenda and extending the role of the community, voluntary, charitable and social enterprise sectors as outlined below, and a series of master classes conducted by recognised experts.

These courses will increase awareness and understanding of the Third Sector, help improve engagement and enable greater access to specialist knowledge that will benefit the delivery of public services. Level One has been successfully delivered to over 300 delegates across England and Wales and further dates are now available.


Plenary Sessions

The Big Society - A Policy Perspective: This session will provide delegates with an insight from the OCS on supporting the creation and expansion of mutuals, co-operatives, charities and social enterprises to enable these groups to have much greater involvement in the running of public services and planned initiatives to make greater involvement easier.

The Big Society - A Sector perspective: This session will offer views and comment from the Sector on the Government's plans for greater involvement; critical success factors; state of readiness in the sector; and innovative service solutions to put users at the heart of public service reform to create greater social return and value for money.
Speaker - Brian Carr, Chief Executive, BVSC, The centre for Voluntary Action

The one-day course will also enable delegates to actively engage in three master classes from those outlined in the attached programme.
