About The CIPFA Service Managers' Training Forum (SMTF)
Resources available to local government are becoming ever more squeezed and the search for enhanced efficiency gains increasing momentum alongside the agenda for more, and better, public services. At the same time the Audit Commission is expecting all authorities to aspire towards world-class financial management.
A crucial building block toward meeting these varied challenges is providing strategic and operational managers and their staff with suitable skills and competencies in financial management. Yet evidence suggests that finance training and development for non-finance staff has been underdeveloped and under resourced in many authorities.
The renamed Forum for training service managers – specifically designed for people working outside the finance function who have responsibility for delivering effective financial management alongside their service delivery role.
Based upon good practice and underpinned by the CIPFA Improving Financial Literacy in Public Service Organisations – A Good Practice Resource Pack (2008) we have identified a number of key financial management competencies for service managers and through the Forum we will be providing training courses and on-line resource materials to support the development of the necessary skills and knowledge.
